Moved to new location

Saving Oakley’s Heritage

The City of Oakley owns three parcels of approximately 8.3 acres that are often referred to as the “Legless Lizard Parcels” located between the BNSF rail line and Walnut Meadows Drive. The two western parcels of approximately 2.6 are reserved for Legless Lizard habitat in perpetuity. The remaining 5.7 acres to the east of the Legless Lizard preserve are available for use. A park has been proposed for this area, however the funding to maintain the park is not available and the property has remained vacant. At its January 25, 2011 meeting, the City Council discussed and approved the concept of leasing this area for preservation of grape vines.

In February the Council agreed to lease the 5.7 acres to Mulehead Growers, Inc. for the use of transplanting and preserving existing grapevines. Mulehead currently leases property from DuPont. Vineyards are maintained on the leased property. About 17 acres are located where the new Power Plant will be built. Of the 17 acres about 5 acres produce the Alicante Bouschet varietal. First grown in France in the mid-1860’s it is named after its cultivator, Henri Bouschet. It is grown today in the Napa Valley and has been in this Oakley vineyard for over 100 years. These somewhat rare and heritage vines have been moved to the Legless Lizard Parcels.

Oakley vineyard owner and farm manager for Mulehead Growers, Alan Lucchesi, managed the move. The first step in the process required cleanup of the property which was overrun by tumble weeds, stumps from a previous vineyard and a fence, separating the property from the tracks, that had fallen into a sad state of disrepair. The area was then made ready for planting.

The existing vines, on the DuPont property, were removed with a backhoe and then shipped over to the new site. The holes for the transplanted vine were dug by hand, there was some concern about the location of gas lines that cross the property. Over a three week period about 2200 vines were transplanted.

The Nacho Ladies Review – A bunch of movies

Mary surprised me the other day with a number of movie reviews that she has been sitting on.

Rango

Mary’s Review – This was not the best movie ever made but it had some of the best animated characters. I was in awe at the animation of said characters. The story was sort of okay but not the best. I wanted to like it more but just did not. I will give this movie 2 nachos for the characters.

Mary’s Review – When I was a little girl I used to think that we were dolls and God would move us around and make us do whatever he wanted. I learned later on that we were not just led but we had free will and that God would indeed guide us if we asked really nice. Well this movie took that childlike concept and ran with it. What this movie comes back to is that basic theory. This movie for me was very different and very interesting. I do not like to read too much into a movie but that is just how I felt and this childlike memory came back to me as clear as day. I will give this movie 2 nachos and a jalapeno for creativeness.

Mary’s Review – This movie was just okay…it doesn’t really require a trip to the theater. If you must see it rent it.

Mary’s Review – This was another unusual film. The story I had not heard before. I did not think I was going to like it but I did. I think it would be a good film to rent. No need to waste your gas to run and see it. As you know, I will go see anything just so you do not have to. I will always tell you the truth about a film according to me! I will give this one 2 nachos and a jalapeno too!

It doesn’t matter whether you are a Democrat, a Republican or Independent. This list has to shock you. Over the years, our politicians have created this plethora of agencies that employ over 350,000 people directly and countless more via contracts with the State and local agencies. All of these people get salaries, medical coverage and pensions at tax payer expense. Most can retire at 50 or 55.

Award of Excellence

The City of Oakley’s Recreation Division was awarded the 2010 Award of Excellence from the California Park and Recreation Society and was recognized in the category of Youth Development during a ceremony at the 2011 California and Pacific Southwest Recreation and Park Training Conference.

The Recreation Division in partnership with Delta Vista and O’Hara Park Middle Schools and their respective Parent Teacher Student Associations, sponsored a one day workshop, entitled, “It’s A Girl Thing.” This event featured fun and educational workshops, exciting guest speakers and provided an opportunity for girls to gain new skills in a positive and
encouraging environment.

The CPRS awards program is one of the highest statewide recognitions for recreation programs, and this award is a credit to all the staff and volunteers who made this day happen.

11 Citizens Now Empowered with Oversight of Bart Police

BART riders and the public now have significant input on the way BART delivers its policing services. In a unanimous vote today, the BART Board of Directors delivered on a promise to riders and the community by creating one of the strongest models of citizen oversight of any police department in California.

The historic ratification of an 11 member Citizen Review Board means BART customers and the community now have the opportunity to ensure transparency and improve confidence in BART’s policing services.

“After the tragic 2009 police shooting at Fruitvale, we listened to the public and we promised a series of sweeping changes to improve transparency and public confidence in the BART Police Department,” BART Board President Bob Franklin said. “The list of changes that we’ve already made is quite substantial, including hiring a new police chief, significantly increasing visibility of officers on trains, tripling the training hours for our officers, streaming our board meetings live on http://www.bart.gov/board and now establishing a Citizen Review Board.”

Members to Start Work Following Training & Background Checks
The 11 members of the Citizen Review Board were selected from a pool of 40 candidates and will report directly to the BART Board of Directors. After receiving training and passing the required background checks, the members will begin their mission to increase the public’s confidence in BART’s policing services by:

  • Reviewing, recommending and monitoring the implementation of changes to police policies, procedures & practices
  • Receiving citizen allegations of on-duty police misconduct
  • Advising the Board of Directors, General Manager, Independent Police Auditor and Police Chief
  • Participating in recommending appropriate disciplinary action

“Following the more than 20 meetings we held with the public, we promised we would create citizen oversight of BART Police and now we’re delivering on that promise,” BART Director Lynette Sweet said. Sweet chairs the BART Police Department Review Committee, which is overseeing the implementation of the changes in the BART Police Department. “This Citizen Review Board will provide the public with the transparency the public wants and the input they need to make sure BART’s policing services are the best they can be.”

Middle and High School Students – Get a Whooping Cough Booster

California students have another urgent item on their to-do list: get a whooping cough booster. A new state law requires all middle and high school students to get the booster – called Tdap – before setting foot in a classroom this fall.

The new law affects all students entering grades seven through 12, including those in public and private schools.

Last year our state saw its worst outbreak of whooping cough in more than 50 years. Thousands of people fell ill. The unfortunate victims of this disease were our youngest. Ten babies died in California in 2010 from this preventable disease. Cases in Contra Costa jumped from just under 20 in 2009 to more than 200 last year.

Most people receive a series of shots as children to build immunity against whooping cough. Many students in grades seven through 12 had their last dose of whooping cough vaccine many years ago, when they entered kindergarten. Immunity for whooping cough slowly wears off over time and a lot of folks have not received a recent booster.

Now, we’ll be rebuilding that immunity with the requirement of a booster and the Health Services policy of “No shots, no school.” Make an appointment today and hold on to your records to meet school requirements. It is also a great time for other family members to get a Tdap booster.

If you do not have a regular health provider or do not have insurance, the vaccine is available from other locations, too, like your local grocery store or pharmacy. Our Public Health Immunization Clinics also offer Tdap – check www.cchealth.org for times and locations.

The Great California Delta Trail

The Delta is located at the confluence of the Sacramento and San Joaquin Rivers and includes 700 miles of sloughs and winding channels and 57 island tracts protected by over 1,100 miles of levees, the majority of them un-engineered dirt structure with stability issues.

Starting in the mid 1800’s settlers, many of them failed gold seekers, came to the Delta seeking its deep peat soil. They built levees and drained land to plant crops. Most of the 738,000 acres in the Delta are used as agricultural land. Crops produced include asparagus, pears, corn, grain and hay, sugar beets, and tomatoes. Agricultural production in the Delta has an average annual value over $500 million.

In September of 2006 Governor Arnold Schwarzenegger signed, Senate Bill 1556 (Torlakson) supporting the creation of the Great California Delta Trail. The bill requires the Delta Protection Commission (DPC) to facilitate the trail’s planning and feasibility process.

“Requires the Commission, if they receive sufficient funds from sources other than the General Fund (GF) to cover the costs, to develop a plan and implementation program for a continuous regional recreational corridor that extends around the Delta, including the Delta’s shorelines in Contra Costa, Solano, San Joaquin, Sacramento and Yolo Counties. Requires that the plan include a bicycle and hiking trail, and consider the relationship of the route to existing and proposed parks and public transportation. Requires that the plan link the San Francisco Bay Trail System to planned Sacramento River trails in Sacramento and Yolo Counties, and requires that the plan provide alternative routes to avoid impinging on traditional hunting and fishing areas in the Delta.” Bill analysis

The DPC completed a blueprint plan for Contra Costa and Solano counties in September of 2010. It now heads to the Board of Supervisors to be adopted by each county, before initiating the master planning process.

This Blueprint Report establishes a specific vision, goals and policies for the Delta Trail. It provides a review of the Solano and Contra Costa Counties settings, a summary of related adopted policies, a review of regional trail technical issues and best practices, and an action plan to implement the vision and goals, recommended outreach and engagement strategies, a description of potential trail concepts, and information on funding opportunities.
