On Wednesday, January 25, Caltrans transferred control of Main Street/Highway 4 in both Oakley and Brentwood over to each community. This is great news for us. The Oakley Plaza project, Carpaccio’s and La Costa, will start soon. You should see dirt begin to move next month. This project includes work on Main Street that may have been delayed if the road was still controlled by the State.
Main Street may soon belong to Oakley. The State Route (SR) 4 Bypass Authority is in final negotiations with Caltrans to transfer the SR 4 Bypass to the State. It is anticipated that the transfer of the Bypass to the State will be approved at the December 2011, California Transportation Commission meeting. When this happens the existing SR 4 through Oakley and Brentwood will be relinquished to the appropriate jurisdiction to operate locally. This is great news for our City. The plan for bringing Carpaccio’s to town and moving La Costa include enhancements to Main Street that would have needed Caltrans approval and would have probably delayed the projects.
When the transfer is complete the Bypass will officially be designated as the legislatively defined State Route 4 and will be maintained and operated by Caltrans.
