On January 6, the Contra Costa Transportation Authority (CCTA) launched the first in a series of Special Full Authority Board Meetings dedicated to the discussion of key elements of a DRAFT Transportation Expenditure Plan. The Plan, which is currently under development by CCTA, will serve as a roadmap for the types of Contra Costa County transportation improvements that could be funded in the future.
CCTA currently administers a transportation expenditure plan, Measure J, which has helped fund highway, bus, and BART projects in the County, and expanded bicycle and pedestrian trails.
The purpose of the Special Meetings of the Board is to begin a productive dialogue between stakeholders and CCTA about a DRAFT Transportation Expenditure Plan. The meetings will focus on presenting a wide range of perspectives for consideration by the CCTA Board.
On January 6, presentations were provided by Joel Devalcourt, representing a broad coalition of environmental, social justice, labor, and other organizations, and Kristin Connelly, Executive Director of the East Bay Leadership Council, a nonprofit organization dedicated to advocating on public policy issues affecting the economic vitality and quality of life in the East Bay.
The presentations covered a wide range of transportation topics and resulted in general Board agreement on several key areas, including the importance of maintaining the current system of transit and roadways; a need to fund alternatives to single occupant vehicles, including sidewalks, bikeways, BART, buses, and other mass transit; and the importance of planning for change — especially transportation technology — over the course of a 25-year period proposed for a DRAFT Transportation Expenditure Plan.

The next Special Full Authority Board Meeting is scheduled for January 20, 2016, at 6:30 p.m. at CCTA offices. The meetings are open to all members of the public.
