State Route 239 – Update

SR239 is a legislatively adopted, but unconstructed, route in the California state highway system. First identified in 1959, the legislative language describes SR239 as a potential roadway linking SR4 in Brentwood to Interstate 205 (I-205) or I-580 west of Tracy in San Joaquin County. A route was never formally adopted by the California Transportation Commission (CTC) or constructed.

Under the Federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) legislation, the SR239 project was awarded a total of $14 million for the study and construction of the project. Contra Costa County initiated planning work, which was transferred to the Contra Costa Transportation Authority (CCTA) in 2012. A Feasibility Study was completed in May 2014 and a Project Initiation Document (PID), with Caltrans oversight, was completed in August 2015. The PID identified multiple alternatives.

The project is ready to proceed to the Project Approval and Environmental Document (PA&ED) phase of development. Completion of the PA&ED phase will advance the project to the “shelf ready” stage in order to take advantage of, and compete for, future funding opportunities. The scope of the proposed PA&ED is developed to:

  • Identify the alignment of the SR239 project;
  • Provide environmental clearance for the SR239 at a program level;
  • Provide environmental clearance for the construction of an initial, fundable phase project to improve access to Byron Airport and route regional traffic away from the town of Byron; and
  • Facilitate route adoption action by the CTC.

The work will be funded by a combination of Federal funds with local matching funds contributed by Contra Costa County under Amended and Restated MOU No. 05E.06.

At the May 20 meeting the CCTA board awarded WSP USA Inc. the contract.
